how can I edit blurred pictures? PLEASE help! URGENT!

i have a problem with a certain pic that i found, it´s really small and there´s a lot of text on it, but the thing is, when i make the pic larger the text is completely blurred and I can´t read it, do you have any ideas how to get a higher resolution so that the text becomes readable! this is really IMPORTANT, so PLEASE help me!

you need a bigger picture with a higher resolution. otherwise, there is no way.

If you got photoshop you could try copy the picture in to 2 layers and on the copied layer which should be the top layer you choose filter -> highpass around 3.0-6.0, often 4-5 is good, depends on the picture you get good at using high pass after a while, anyhow and then you put the highpass selection on the top layer(now it should be all gray) But then select the layerstyle to an overlay instead of a normal layertype, by adjusting in the scrolldown menu.

This often brings up sharp curves and makes the picture overall more clear, but not sure if it will save this picture.(no ps on this cpu)
