What decides if it will be an Euro tour or not?
No, the options are Euro tour or no tour. They've been touring for over 3 years now, they have to stop at some point, and so far it looks like Australia/Asia will be their last stop before hitting the brakes.
There's still a small chance to tour the Europe one last time, but so far it seems unlikely.
Let's hope for the best though, and keep harrassing the local promoters to do their shit for it.

I'd harass local promoters badly to see them, i have yet to see them my first time

The price depends on the venue, but it's at least twice the normal price.

Why couldn't this have happened for this part of the tour? although, I wait in line all day anyway. Sigh. Sum 41, come back to Ontario!
Also, I find it odd how they're continuing DTLI10 when it'd be going into it's 11th year in 2013.

The Sums will be back in Europe this summer !! We're awaiting confirmation about show in France at the beginning of July

Haha, yeah that's what Deryck told me when I met him at the Toronto show in November. I actually wrote a long post about my experience at the show and meeting Tom, Deryck and Cone, but my iPhone just didn't want to post it.. and it was deleted, and it was very long so I was too lazy to write it again.
Anyway, what Deryck said was they already had a date booked for July 2012 for Israel on the European summer tour but it fell through in the last minute, because of the Israeli organizer, but Cone was very excited that they have fans in Israel and that I came from Israel haha. Deryck said they might tour Europe again in summer 2013 so maybe Israel will be included, and in July-August they gonna focus on a new album, he said he has a few songs for it already, but he said until he's gonna write everything and record it, it's probably gonna take a couple years, so I don't think even 2014 is realistic for the release, though Deryck himself told me SBM took longer than expected because of the label who just pushed the date back, even though the whole album was already mixed and completed around mid 2010.

Yeah, that's what Deryck told me in Toronto, that they're probably gonna tour Europe in summer 2013, then start working on the new album.
