It's not easy to fix such a big mess. It's going to take time for things to get better, there's no immediate solution. Meanwhile, if people are so obstinate to change, I don't believe things will improve or get terribly worse right now. Sometimes it takes bold action to fix something. I guess you can compare it to a major surgery- there's a chance the whole thing will fail and the patient dies, but if you leave things the way they are they'll just get worse and worse until there's nothing left to do. I really don't know what course of action to take, though; but that's why I'm not a politician.
