Name Changes...???

I still don't have the ability to change my name. Why is that?
Is there something I have to do? Is it a problem with the website/programming/codes/etc...? Or do I have to rank up of something?
Someone please explain...

For some reason only specific users can change theirs. There is no pattern to them either. As far as i can tell. Pm Kyle (Miss Cindy) Jordan (Jordan) or an admin.

I'm not 100% sure what I want it to be, but I don't even have the ability to change it.
